The Philippine Overseas Employment Administration (POEA) primary reason for issuing the Overseas Employment Certificate (OEC) is to ensure the legality of overseas work.

Also called an exit clearance, OEC is a required document that immigration officers in the Philippine airport check before Overseas Filipino Workers (OFWs) are allowed to leave the country. Thus, OFWs are encouraged to carefully follow this guide to prevent delayed departure to continue their employment in Oman.

For OFWs who need to apply for OEC in the POLO Oman office, here are the following primary requirements to secure and present for verification:

  • Valid Working Visa
  • Official receipt of OWWA Membership
  • Original and two photocopies of passport valid for at least six months before the date of departure
  • Confirmed Airline Ticket or other documents containing Departure and Arrival flight dates
  • POLO verified Employment contract or other proof of employment like Certificate of Employment, or latest payslip

If your Employment Contract is unverified by POLO, you won’t be issued an OEC. In this case, present the following documentation to verify your Employment Contract since it is a prerequisite to securing OEC.

  • Three photocopies of the contract
  • Photocopy of Passport
  • Photocopy of Passport Visa stamp
  • Photocopy of Worker’s Labor ID or Card

Processing Fees

Aside from the stated documents, OFWs should pay the following applicable fees to secure an OEC in POLO Oman.

  • OEC fee of 1 Omani rial
  • Verification of Contract fee of 4 Omania rials
  • OWWA Membership fee of 10 Omani rials

The OEC is issued to OFWs ensuring they have acquired legal employment abroad and documented under POEA’s database. In addition, OEC makes sure that OFWs receive protection from the Philippine government and can access necessary benefits. On the other hand, POEA only allows the issuance of OEC to qualified workers, including:

  • OFWs who acquired work from an overseas Employer or Sponsor via direct hiring
  • OFWs hired via a recruitment agency
  • OFWs hired via POEA’s Government Placement Branch (GBP)

Also, OFWs considered domestic workers or skilled professional workers are qualified to apply and secure OEC to fulfill their employment contracts in Oman. Thus, qualified workers should secure an OEC if going for a short vacation in the Philippines and returning to Oman to work.
