Whether it’s your first time working abroad or returning to your previous employer and job site, the Philippine Overseas Employment Administration (POEA) requires you to get an Overseas Employment Certificate (OEC). Through the OEC, Overseas Filipino Workers (OFWs) can document and ensure they’ve legal employment abroad.

This document keeps OFWs safe from exploitation and serves as an exit clearance checked by immigration officers before allowing workers to depart the country for employment reasons. In addition, OEC holders can receive government protection, services, and benefits. That’s why OFWs in Jordan are highly encouraged to get their OEC from the Philippine Overseas Labor Office (POLO) in Amman or POEA offices.

Requirements

If you’re returning to Jordan with a different employer or job site, you must apply for your OEC at the POLO Amman office. You also need to submit the following documentary requirements below, as stated on the website of the Philippine Embassy in Amman, Jordan:

  • Letter addressed to the POEA Administrator
  • Original Philippine passport with at least 6-month validity
  • Valid re-entry visa
  • Valid residence permit
  • Work contract and employment certificate
  • Existing records from POEA (Records Division, 6th Floor)
  • Duly accomplished OFW Information Sheet
  • Request for Clearance Form
  • Proof of Arrival/Exit from Job Site
  • Other required documents for a case-to-case basis

Furthermore, ensure to secure a POPS-BaM Appointment form as it can make the OEC issuance process much easier, and it’s unclear if POLO Jordan is accepting walk-ins. You should also keep your OWWA membership active and get a verified Employment Contract from POLO Jordan since you won’t be able to get your OEC if your employment document is not verified.

On the contrary, if you’re vacationing in the Philippines for emergency reasons and don’t have the time to visit POLO Jordan, ensure to secure the requirements and apply for your OEC at POEA. You can get your OEC at the Balik Manggagawa Processing Division in the basement of POEA’s building, located at Ortigas Avenue. For further details, you can also call POLO Jordan at the telephone numbers at the bottom of this article.

Processing Fees

The following are the applicable fees for OEC issuance converted to local currency based on the monthly foreign exchange rate:

  • OEC processing fee of P100
  • OWWA membership fee of US$25

Qualifications

Since POEA encourages OFWs to only engage with legal employers, OEC cannot be acquired by all OFWs, especially if they can’t comply with the documentary requirements. Additionally, OFWs with OEC can enjoy travel tax and terminal fees exemption, while their spouse and dependents can avail of reduced travel tax. Thus, POLO and POEA ensure that the following qualified workers can receive government privileges:

  • OFWs who acquired work from an overseas Employer or Sponsor via direct hiring
  • OFWs who acquired work via a recruitment agency
  • OFWs hired via POEA’s Government Placement Branch (GBP)
  • OFWs with existing POEA database records and returning to the same job site after vacationing with an employment contract or working visa
  • OFWs with existing POEA database record returning to the same employer but in a different job site
  • OFWs without POEA database records or changes employers on-site
  • Nonetheless, other Filipinos no longer need to get their OEC if they hold the following status as per POEA:
    • Immigrant
    • Permanent Resident
    • Dependent/Spouse of Foreign National
    • Intra-Company Transferee
    • Vacationing OFWs visiting other countries, except their job site
    • Trainee
    • US J1 Visa holder/ Cultural Exchange Programs
    • Other Non-OFW Status as evaluated
